Saikhoi
The holy city of Saikhoi is the capitol of Ra-Khati. It lies in the center of a valley, between two huge lakes the color of sapphires; Lake Manasowar on the north and Lake Norasil on the south. Saikhoi stands on a barren, granite mountain. A high red wall, with no visible gate, runs around its base. Inside the wall, several hundred white structures stand on the rocky hillside as if sprouted from the cliffs themselves.
A red citadel covers the top of the mountain, enclosing an area of at least five acres. The fortress stands ten stories tall, with no apparent entrance. The first three stories have no windows or openings, while arrow loops ring the fourth and fifth. The sixth, seventh, and eighth floors have large, square windows. Wooden balconies rim the citadel on the ninth and tenth stories.
No one who is not born in Saikhoi is permitted to enter the city unless blindfolded.
