Wilya
During an early time in Dragonslayer history they visited many places in the Island Kingdoms. Wilya was supposed to be a quick stop over for the group while sailing to other ports.
The Barony of Wilya is known for a very active ruler who seems to always know exactly what is happening in his domain. The Baron Jeltar has a wife, several sons and daughters and at least one mistress. He maintains a residence on the small island to the south and has an extensive military police force to enforce his laws. He also operates an extensive spy network through one of the thieves guilds, whose head is one of the Ministers of State. There is a very extensive government bureaucracy of Ministers, Under-Ministers, Assistant Ministers, Sub-Ministers, and the like. (Grrthoth before signing on with the Dragonslayers was the Sub-Undersecretary to the Minister of the North Harbor)

There is an island retreat to the northwest for his court magician, but the Baron keeps the other small islands on the coast empty by not allowing any building on them. Some young people sneak over for romantic rendezvous but those are mostly nobles.
There are two large harbors here, with a distinct clientele at each. The northern harbor is used by merchants and visitors, while the southern one is primarily military and private ships owned by nobles. The Baron is very strict against any pirating of ships in nearby waters, but the government believes ‘everyone’s coin should weigh the same” and so the northern harbor does see its share of pirates at anchor. Landing anywhere on the island other than the two harbors is strongly frowned on because the Baron wants to capture every copper possible. However the Minister of the Harbor and underlings can often be bribed to procure a better berth or a better long term rate. The fees vary greatly from a couple of coppers for a long boat in the north harbor and rising to cost several gold for docking in the south harbor.
There is very light taxation here because the Baron has a conscription service set up that has all adults working in his fleet for 3 years, in alternating years. Most of the fleet here is rowed with only a couple of small sailing vessels that typically stay close by. The merchants and shipping companies take advantage of this and often hire the now trained workers to monthly or yearly contracts. There are many rowing guilds for the seamen to join and three sailing guilds as well.
The nobles for the most part are clustered in an estates area. This peninsula to the southeast is surrounded by high rocky cliffs for protection from approach by sea, and the village of Holmberg on the lower slope of the peninsula helps to house some of the servants and provides some small shops for the nobles. In the center of the island are plantations that have fields of pipeweed, sugar cane, and some small amounts of coffee.
On the point near the Sorcerers’ Island is the Ministry of Magic. This is where a public mage library is held which is accessible to anyone who can pass a test.

This provides the Ministry of Magic with the resources to continue to protect the island and the harbors. There are 6 rings of flying and 2 rings of water breathing that are in use at each harbor by the guards as well as various scrolls for emergencies.
The Baron also holds a well attended carnival every year with sailing races and other events. This is in addition to the year round racing and private wagering that goes on in the ranks of the nobles.
